FAMIS is Virginia's health insurance program for low-income families who need coverage for their children. Big River's research indicated that these families truly want the benefits FAMIS offers. But it's not that simple to get them to act. Even though it's easy for these qualified families to sign up, 20,000-40,000 have not. It was a challenge.

After much study, strategic sleuthing, and innovative thinking, Big River created a multimedia campaign to help FAMIS sign up those families. The overall strategy aimed to put a face on FAMIS. And that face now belongs to a single mom named Julia. As an actual FAMIS recipient, Julia tells the compelling story of how FAMIS has helped her
get health care coverage for her children. She is not the voice of a government agency but the voice of a person just like the families who need the kind of help FAMIS can offer.

Since people believe people, not organizations, Julia is helping reach those people with the message that FAMIS works. The message is working just as hard.
